Steam downloads forced to queue

When I start a download it'll go for a few seconds then get put into 'queue' mode, scheduled 5 mins from now. When the 5 mins are up it'll just do it again. As you can see from the gif, doing it manually doesn't help.

Things I've tried:

- Restarting Steam
- Restarting my computer
- Restarting my computer in Safe Mode
- Removing every locally installed game
- Reinstalling steam
- Reinstalling steam to another hard drive
- Updating steam to beta channel
- Installing steam to one hard drive and the game download to another
- Downloading to a regular hard drive and an ssd
- Trying a different internet connection
- Trying a different download server (I've tried 4)
- Opening steam as admin
- Disabling any firewall / antivirus / malware
- steam://flushconfig
- Downloading other games (I've tried 5)

I have the exact same problem right down to the punctuation marks. I've been consistantly trying to download GTAV for 2 solid months now. Do you also have the problem of the download progress reversing itself somehow?

Nope, it eventually finishes when I let it go. I've given up asking for help on this. I just start game downloads now knowing it won't finish for days :(
