Social Security Number?
My friend is trying to add funds to his steam wallet by using his bank account that he set on paypal.And steam is asking for his ssn.Is this really required?

I believe the only time Steam asks for your SSN is when you are filling out Tax Information to use the Market beyond 200 sales.

I understand that yes as i get many notifications from that.But what i'm wondering is why does my friend have to fill out his social security number just to add funds to steam.

I don't know... not sure what your friend is trying to do exactly, if maybe he clicked the wrong area on his Steam account page.

Age doesn't really matter. I guess what is most important is what exactly he is doing and where exactly he is being asked. If it's part of the bank account linking to paypal process, maybe... I've never linked a bank account to paypal, I just use my credit card as needed.

I only know of the one time Steam ever asks for your SSN.

Oh,well in that case does anyone know a way to get around putting his SSN?

The $20,000/200 transaction limit applies to eBay and PayPal just as much as it does Steam since it's required by the IRS. Does your friend use PayPal a lot?
All he uses is paypal,well..technically his bank that is set in paypal
