Steam .Scr virus/malware/keylogger help plox?

Like an ignorant idiot i ended up clicking some link some guy on my friends list sent me about trading or something i ended up downloading it and i opened it thinking it was a screenshot and then my steam application shut down and took me to the login screen by this time i was guessing this was a keylogger so i uninstalled steam went on a differant pc and changed all my passwords. It took avast a while to detect it and for some reason my internet went off for about 30 secs and came back on.
My avast detected
name screenshot05042015.scr win32 Malware-gen so it got quarentined and deleted
i tried running a full scan with malwarebytes /spybot/avast/vipre nothing got detected.

Should i reinstall windows all over again? or was this just more like a file that needed to be deleted

You have to decide if you want to choose "better safe than sorry".

I suggest you to format your Harddrive to make sure the Malware is completely removed and do a fresh Installation of Windows.

The Malware might infected System Files which cannot be removed or repaired because Windows needs those Files in order to run Windows.
