All private accounts appear as level 0. Actual level 0 accounts cannot send friend requests.

Reporting profiles for using the privacy feature probably isn't a great idea.
But if people are getting spammed by friend requests with known bad URLs then they should report it to Valve / Steam Support so that they can do something about it sooner rather than later.
Friends only profiles don't show as private to people on the friends list. It's the best compromise imho, and it's what I use. Nevertheless, my profile shows as level 0 to everyone who isn't on it, which is to say most people.
It's a personal choice and there's no use you hating people for using it like any other feature Steam has. Personalities aren't anyone else's business on a store front unless the individual wants them to be. Would you be ok if random store clerks quizzed you on what items you already have at home and how much you use them when you buy something? I wouldn't. I'm not unfriendly, I simply don't trust people. Steam isn't a social network like Facebook and many of us simply don't care to use it as such.
That said, the only ones who should be reported are people who have actually broken some rule or you suspect of having done so, such as a person whom you add who then immediately attempts to get you to load a shady looking website. People who report every level 0 user who adds them are simply being abusive of the report function as it is meant for actual violations.
The only ones I tend to block out of hand are the {unassigned} ones as they clearly have no business trying to friend me, anyone else I don't wish to add I simply ignore. Save your reports for the guys actually trying to scam or hijack and maybe they will get caught more often since the system will be less filled with frivolous reports.
Yes, but a regular Joe User of Steam cannot differentiate them easily... that's the cause of the problem.
I was simply replying to the thread in general as it was mentioned therein and I didn't want people to think reporting every level 0 was the thing to do.
Also, if you want to get far less of those level 0 adds the best thing you could do right now is leave those Steam groups you're in that bots constantly harvest profile names from to spam, like ♥♥♥♥♥♥♥♥♥♥ and any of those other trading sites, giveaway sites, and any large Steam groups. You'd probably see a reduction in the number of adds within days if not a single day. Additionally, going to those third party sites and advertising your Steam profile name will also get you plenty more adds from spammers/scammers/hijackers.

I suspect that some people are still not aware that privacy options were changed last year, and the option to have your profile viewable by all Steam users was removed. This was not publicised well at all. Those who had their profile set to all Steam users then defaulted to friends only (I think). The only other options available are fully private, or viewable by all users of the world wide web. For many, this last option just goes too far. My gaming habits are not the business of everyone on the net, so i'm on friends only. Why Valve made this change is a complete mystery to me, which I can only be cynical about.
