No it won't restart from 0 again. On launch date when your region is allowed, upon launching Steam (or if already running) then GTAV should auto-update with a small update that unlocks the game.
Of course u can re-download or resume at a later time. Once u have purchase a Steam game, you can re-download/re-install at any time, using the Steam Client.
i was downloading preload files which different structure (depotcachexxx etc..) not like original files (exe, dll, readme files).. nah.. what i was afraid of is..
will steam will automatically convert / decrypted all depotcachexxx files into exe and it's original content at launch day, and i can safely continue my download (maybe at 50%), and will not reseting my previous download to lower start or maybe from begining again? or maybe it will continue as like that before (depotcachexxx thing) and keep downloading it until 100%, and steam will automatically decrypted my content after finish it?
sorry for too many questions.. this is my first time for this 'preload games thing' and my first time too for downloading a very big size games.. because my internet provider is so slow and if i have to restart again.. my effort will be wasted for good.. :-(
