How to install Flash Player for Steam browser?

I see LOLYOU play Pandora music in the steam browser all the time. I was wondering how I could install flash player for the Steam browser so I could do the same. Thanks.

When I go there it doesn't say "for other browsers". It gives me the options "For Opera and Chromium", "For Internet Explorer", and "For Firefox"

You've constantly been on Counter-Strike: Global Offensive this time though, are you sure you actually did restart Steam?

Yes, I exited out of CS and ended Steam and restarted it.
