How to report a ddoser?

Hi my friend has had his IP posted on a site for hackers, and he now experiences continuous connection issues. I need help. How can I make sure the ddosing/hacking user is banned. I have already reported him on Steam. I can link his profile if this helps. Thanks D:

Even if Steam banned the user, that wouldn't stop them from performing a DDoS attack against your friend. He could contact his ISP, but again, it's unlikely there is anything they can do about it. Most if not all of the traffic is coming from compromised computers, which anyone other than the owner can't do much about.

I'd also tell your friend to change his IP, it's pretty easy if he has access to the router user, just Google it and you'll find it.
