Special access code

Just reset my password to steam account, and steam is requesting a special access code, question is what is a "special access code" and how to get it?

I di dreceived a verification code while resetting the password, and after the successful change steam is still requesting a special access code for loggin but I did not receive such a mail for "special access code"
