I think you need to buy something to remove the account limitation. You can also buy a microtransaction in a free to play game or have a person gift you a game that was bought from Steams store.

Even as a limited user, you can accept friend requests, just not send them. You need to go to the community page to view them though.

You may have completed a microtransaction. Or your account may have been created prior to the limited user system being enacted.
