What does disabling Steam Overlay do?
I heard it can get you more FPS in games but wont track your play time, is this true?
If so what else does disabling it do?

It stops you opening the browser/overlay in-game.

That is all it does.

Steam will still track your play time. You may get more FPS, but only a very small number and only on very weak computers.

It disables the overlay that opens, when you press Shift+Tab while in game, additionally the toast notifications while in game.

For most games, all the Steam Overlay is is a way to go out of your game to chat on Steam and browse the web without alt-tabbing out of the game or closing the game.

There's no real reason to turn it off unless:
* your game does not run correctly
* you don't want to get achievement/friend/etc. notifications when in-game
