I suggest using a better compression method - bicubic or bicubic smooth, with at least 70% quality level.
Alternatively set the image output format to PNG, which always retains high quality.
Desktop resolutions, aspect rations should be known also to gamers and image formats/resampling algorythms are no brainer as well.
The major problem is that people are using the abomination called MS Paint and hoping for same results as it would be some kind of Photoshop.
First you need the original image, cause your current avatar is probably beyond saving. Then get a program called XnView, which is a free image aditor with a huge array of options and format support.
Open your image in XnView and crop it according your needs. This can be done by simply making a square with the mouse on the picture.
Then click Image/Resize. Set to 184x184 and resampling set to Bilinear.
Then File/Save As, set to JPG and in options set the quality level at least to 80%.
Done. Didn't even hurt.
