Of course not. Only purchases on Steam itself count. If a key for activation is involved, it does not count.

have them add you. They can add you from your community page. Send them the link to it and they can add you right from there.

The $5 rule was added to keep the phishing bots out. Here's an example of what was happening before the rule was added.
