Steam doesn't allow to upload any picture for changing saying "Missing file from upload. Try again!" How do i fix this T-T

Make sure it's under 200KB in filesize; .jpg format; 184x184 and preferrably simply named.

Open it in an image editing software (Like Microsoft Paint) and reduce the resolution of the image.
