Help Files Stuck in Internet Explorer
Recently I downloaded Skyrim for the PC because I wanted to get mods.

Everyone on youtube said you needed to get SKSE so I downloaded it. When I opened it it said I needed a Program to load it on so I chose internet explorer. I can go to the download but every time I try to open it it does nothing. I decided to just download something that didn't require it but instead of going to the nexus mod manager it went to the internet explorer page with the SKSE. What do I do eveything I download go's there and it won't let me open them. I don't know a lot about PC's because I've been a consule gammer so please help.

Better off going into the Skyim forums for this to be honest.

As for IE, try looking in the options for it. IE isn't that popular to to be honest.

IE comes with Windows and was one the first leading web browser ever made, so no, not really.

Click Start menu, downloads folder could be on the right pane. If it is not there, rightclick taskbar -> select Properties -> tab Start Menu -> Adjust -> scroll down in the new popup window to the settings for the Download folder.

[Edit] You selected the wrong program to open SKSE. You need WinRAR or 7ZIP to de-compress it (or other non-Workshop mods & modding-tools that you install manually).
Note, SKSE is a tool, not a mod. SKSE needs to be placed in the main Skyrim directory, not in the Data-folder. Read the README for this and other instructions.

maybe I am weird but can there be some sort of security at work trying hard for you not to install malware?

not downloaded from a link on youtube I hope , that would be a risk.

Is 7ZIP and WinRAR free and how do I know which version of it to download like I said earlier I'm new to PC's

In general, the Nexus modders favour WinRAR.

7Zip is Open Source Freeware.
WinRAR is a full version trial download. You'll get the notification that after using it for 40 days, you need to buy a licence but actually you can use the trialversion permanently, it doesn't stop working like most other trialware.

If you installed either-one, rightclick on a compressed file and it'll give you the option to unpack it in the same dropdown menu as for copy/paste and other stuff.
If the option is not there, you need to go into properties (again, the same dropdown menu) to change the setting to open such files with WinRAR/7ZIP instead of with Internet Explorer.

[Edit] You need to know if you have a 32 or a 64 b computer, for downloading the right version.

When a browser downloads something, it downloads to one folder by default (unless u specified) and that should be "Downloads" (for your Windows User)

In IE when u click to download something; it comes up with a bar at bottom.
Run | Save | Cancel

You can click the arrow next to Save and click Save As, allowing you to change what folder that will go to by default. Save by default should go to "Downloads" folder like I said. When a download completes, click Open Folder to go to the folder it downloaded the file to.

If the file is EXE, u can run it.
If the file is 7Z, ZIP, RAR, ISO; then u need 3rd party software to open that.
Install 7-Zip (freeware) and then after that u will have a way to open and extract such files.

Please read up on how to install Skyrim mods.

I hope you do not jump from a roof when every-one tells you to?
SKSE is ONLY needed for specific mods, these mods use scripts. ONLY when in the mod-description it says that SKSE is required you need it. If for the mods you want to use SKSE is not mentioned, don't install SKSE.

One of the mods I was downloading makes the fps higher and it required SKSE
