change steam library folder

Hello,
As the title say i would like to change my library folder

As default its Steam\SteamApps
but i would like to have all my games into E:\SteamLibrary

I created the folder with the steam option -> parameter -> download -> steam file

but i have no idea how to make steam put my game into that new folder

I tried to cut and past the steamapps content into that new folder.. but steam still thinks all my games are into the default one..
How can i do that wilthout re-downloading all my games ?

EDIT : nevermind, just noticed that before the install you can choose the folder..

For that part, that's clearly not handy compare to origin where you can set simply set the default games destination folder like you want -_-"
