I recently finished the download and install of the game 3 days ago, and when I booted it up it worked fine on my 1440p monitor at 144hz with out any complaints.. but yesterday during the afternoon I noticed there was a little update for the game downloading when I opened up steam (about 9mb). I decided I wanted to play the game in the evening and when I tried to boot it up it came up with a prompt saying something like "there are new optimized settings, would you like to use them?" to which I clicked OK (not word for word, cant remember the exact wording).
When I booted up the game after the prompt the game switched over to my 1080p monitor in fullscreen mode... I went into video settings and into advanced settings to change the monitor, but it only listed my 1080p monitor, it didnt show my 1440p one.. I tried to force it to display on my 1440p monitor by turning the extended display off so it was just my 1440p monitor, but when I try to run the game in that setup it comes up with the Directx error message you described...
Ive reinstalled all the neccessary drivers, watched many videos on solutions, scoured as many forums and FAQs as i can, trying everything I have come across and still to no avail. I really hope this is something wrong on Activisions or Steams part, because then its just down to them pushing out a patch... if its something wrong with my system, then I have no idea what else it could be... I doubt an OS reinstallation would fix it, and I would prefer not to have to do that.
My specs are:
i5 4690k @3.5ghz
Gigabyte G1 Z97x gaming 5 MoBo
16GB DDR3 RAM
Gigabyte GTX 980 4GB
120GB SSD
2TB HDD
the game will open to my old 60hz monitor then i goto video option and change display mode to windowed then it will move over to your 144hz monitor
one could only hope (fingers crossed)

Considering you should already have these installed, select the "repair" option. If for some reason you do not get a "repair" option, install it as normal.
Lastly, restart your computer and see if it works. I'm about to test this teory right now.
