Question - Can You Run An Outside Raffle?
Example - 1 Steam Card/Cash worth $20 for spots in a raffle payed in keys or value of card in spot.

Can you run an outside raffle and is it allowed so that you may do this?

You might want to read that again.
Not to nitpick, but there are actually two sections Gs. I'm not sure if the OP is reading the correct section G or not, but it does clearly state "personal, non-commercial use".

G. Restrictions on Use of Content and Services

Keep in mind, depending on your locale, it is most likely illegal to do this, due to internet gambling laws.

I was waiting for a straight answer and finally got it, thanks, me writing that comment for a straight answer instead of reading some fine print gets tiring. I read it, but I think I'm reading it some other way saying it's ok to do this. This was just a question that needed some answering.
