What does "friends only" profile privacy status really mean?

I set my profile's status to "friends only" but random people are still able see my games' list. So what does this status hide then?

 Friends Only - Only viewable by your friends
 Public - Viewable by anyone on the World-Wide Web

the groups you may or may not be a member of are also sources of public information disclosure

So, what is the difference of public vs private? Should I keep private or public? Which better? And why? What the situation should I keep it private? Is there a drawback if I make it public, like phishing, spam, etc or not?

Bud the answer was given 8 years ago, he clearly explained the difference.

It your choice if you want others to view your profile, or not it not rocket science. Do you want people to view your games, or profile? YES, or NO that what you ask yourself, and then answer yourself. It's that simple.

There no drawback unless you think it is a drawback for whatever reason.

Phishing, and scam doesn't matter, they always come after everyone no matter what. Rule of thumb, never login via 3rd party sites, never hand out your login info to anyone that asks for it, that what scammers do to trick you into logging into their fake sites, or trick you into giving login info to them.

There is no drawback whatever you pick.
Just pick what you want.

There are some people who will call you a troll if your Steam level is low or your Profile privat/friends only.
But i wouldnt call this a drawback. Because these are people you dont want to have anything to do with.
