steam accounts are free , remove one another pops up.
try support but they can not stop people making new accounts.

Encouraging other users to report them will not help. The photo is of you, Steam only needs to hear from you. Report the user and wait for Steam to remove the photos. I'm sorry.
Anyway, Internet is a web. Once something is in there, it's not coming out. Real life pictures happen to be that too.
