user account on windows 8.1 for steam ONLY

any way i can get an account to run steam only?, like, to log in, and then steam opens up in big picture mode, and they can only view that, and the desktop?
so basically, its either empty desktop, or steam, or the games within steam.

-nothing shows up in start, or in programs
-explorer does not work

It sounds like you want SteamOS as that's exactly what you're describing. However what you're asking is very specific and without changing OS or heavily modding it I doubt you will be able to achieve it.

ah, i see. i wouldnt want steam os due to the fact that it runs on linux, and therefore restricts my library.

Sounds more like you want a kiosk mode.

Adding Steam in autostart and start it in BP is easy. Making everything else not work is hard. After all, everyone can press CTRL alt entf and the task manager can be used to start everything else.
So I suggest you start with the autorun option and expand from there.
