No paypal no credit cards but i have skrill but i can't add funds...
i will make it short, paypal is not supported in my country and cc are not international (these are the only two mehods of payments available for me
I have skrill but i can't find it in the steam methods and i really need to add funds to activate the market
What should i do?

I know all that, but skrill or webmoney (i can pay with both) aren't on methods list when i try to add funds
Is it legal to use a proxy or vpn just when i add money?

No, circumventing regional restrictions with Proxy, VPN or other tunneling methods is a gross violation of the Steam Subscriber Agreement and can get your account permanently suspended.
