Secondly generating a SEQ file is for Start Enabled Quest, do you have a start enabled quest? If not you don't need it and plain dialogue quests don't them as they're event generated, called as and when by the story manager.. If its just a simple one line "hello" then you can simply add it and her to an existing dialogue quest and that will at least get her talking (although it's better to create a new one for compatibility reasons with other mods if you ever plan to release it)
But you really need to be clearer about what you've done so far because it honestly sounds like you don't have much idea about what you're doing.

Dialogue in the CK: I have tried it prior, saved everything, and exited out of the program. I tried out the player with a femalesultry voice, no extended dialogue, and she works perfectly. However, when I try to add my voice, she loses 90% of basic dialogue, and she has NO voice ability.
What I did exactly:
Opened my Creation Kit.
Opened Skyrim Master File and Test02.esp, setting Test02.esp as my Active file.
Created a new Actor, giving her the ID of Test02MyriaLaChance.
Made her a BretonVampireRace.
Set height as .9900 and weight as 100.00.
Gave her a female sultry voice.
Marked her as essiential, unique, and doesn't affect sneaking.
Initially, I gave her femalesultry voice. I have since changed that to Myria Unique.
Next, I modified my stats for the NPC.
Level Mult: 1.00
PC level Mult is checked.
Health, Magicka, and Stamina all have an offset of 100.
Her speed is 125.
Also, she is a Combat Assassin, but I am thinking about changing her style to Forsworn for dual weilding reasons.
After her stats, I gave her a list of factions.

Once her factions were assigned, I moved on to relationships, making her and the character Allies.
After I had completed that, I moved on to her AI Data. The settings are:
Agression: Aggressive
Mood: Neutral
Confidence: Fool Hardy
Energy: 50
Assistance: Helps Allies
Morality: Any Crime
Combat Style: ccWEAssassinMelee
Gift Filter: None
All AI packages are set to DefaultMasterPackageList
For her inventory:
Default Outfit: DBArmourWithHood
Sleep Outfit: DBRobesWithHood
Geared Up Weapons: 2
Inventory: Shadowmarks, 2k gold, Roasted Goat Legs, and 2 Daedric Swords.
Her spell list is:
Candle Light
Cr Vampire Drain 06
DB Summon Assassin
Fireball
Healing Hands
Vampire Charm
Vampire Muffle
She has no actor sound data. She also has no Papyrus Script.
I skipped the information from Sounds to Character Gen Parts.
Her Character Gen Parts are:
FaceComplection: default
Hair Color: HairColor10BlueBlack
Skin color: custom
Eyes: Vampire
Hair: Female Nord 14
Eyebrows: Human10
Character Gen Morphs are:
Brow, Chin, and Jaw are all default.
Nose: Nose Type 15
Mouth: Lip Type 19
Eyes: Type 4.
As far as the making of the actual actor goes, that is everything I have added to her.
I have deleted all quests I made prior.
To make the merchant chest, I went to world objects, then containers.:
I duplicated the chest located in Pine Goods in Falkreath, as I wanted her to be able to buy and sell pretty much anything.
I renamed the chest to NewMerchantChestTest02MyriaLaChance.
I simply gave the chest more gold and added a Daedric Sword to the sell list.
I hit save, renamed the duplicate chest, and moved the object into the void of the Inn at Dead Man's Drink in Falkreath.
I then went to Characters. I clicked on Faction, and I made a new one.:
I named the new faction NewMerchantFaction.
I activated the can be owner class.
I moved to the vendor tab and activated it.
Start hour is 8, end hour is 20.
Used the merchant chest I had created in Falkreath.
Went to Vendor Item Misc and set the do not buy/sell tab.
After that, I stayed in the character tab where I went to Voice Types and I made MyriaUnique.
As far as she goes, that is all I have in the way of her character. I do, however, have a testing hello quest, but it is only me saying, "Can I help you?" in the way I think her voice sounds. Or rather, I say it the way I think it is sounding in my head, but I'm nervous about it, so I keep infisizing the wrong words. Either way, that is all I have at the moment.
I didn't use any other mods with her, as I didn't want players to have to download everything in order to get her.
And honestly, I don't know what I am doing. I'm kind of just rolling with what I read. I really appriciate what you're doing for me.
Ok when you say "you added your voice" do you mean you literally recorded your own voice or are you trying to use a default voice i.e. FemaleSultry?
How it works is this: if you create an NPC of a given type they'll have a voice type automatically assigned and some basic generic dialogue i.e.
"Need something?"
"Yes"
"Can I help you?"
that type of thing. BUT if you want custom dialogue you'll have to add each and every voice file manually. You can of course add vanilla voices but you'l have to extract them from the BSA first and add them as you would a custom voice. No way around that afaik. If you simply replace a vanilla voice file with your voice file then all NPC's that use the same voice type will have your voice too...
Dialogue thats specific to NPC's rather than generic is handled by dialogue quests i.e. DialogueWhiterun holds all the dialogue for Whiterun NPC's
When you recorded your dialogue it created a folder inside Skyrim\Data\Sound\Voice\YourMod\FemaleSultry
or whatever voice type type you used, they'll be stored as Wave files (.wav) you'll have to convert them to a Fuze file (.fuz) for them to be reliably used by the game (Unfuzer tool will do this for you). Don't forget to generate a .lip file too. All and any other voice files used for her custom voice will need to be here too.
Try this, there are others out there too but you really need to read/view some tutorials as its not something that can be figured out if you have no idea what you're doing
