Not every game can be family shared. In particular, if the game requires third-party DRM (e.g. UPlay), you won't be able to family share it.

Call of Duty: Black Ops 2 gets Family Shared, it utilizes Steamworks.

If Call of Duty: Black Ops 2 Multiplayer and Zombies aren't displaying; what about the singleplayer?

They may have changed that (due to people possibly abusing it for the TAC [Treyarch Anti-Cheat) bans], while originally all of it got shared.

EDIT: Seems to possibly be the case: http://steamcommunity.com/app/202990/discussions/0/45350790754811631/

Multiplayer at the very least used to; unsure of its current situation, I'll test it tomorrow.

Then try to reauthorize his computer. It sounds like only installed games might display to him right now.

http://store.steampowered.com/account/managedevices <- Revoke.

Then go on his computer with your Steam account, navigate to Steam > Settings > Family.

Click "Authorize This Computer" and tick his Steam account as an eligible user and hit [OK]
