Actually it does. The X4 750K is slightly faster then the minimum required X4 965.
Regarding the GPU, the R7 series is really weak for gaming. Most of the trouble will come from this front. So i can give you a resounding "maybe?" on your "Can i run it" question.
IF it runs, then most likely only on lowest settings with poor framerate.
Higher clock rate does not mean better performance. A Pentium 4 3.0Ghz is significantly outperformed by a Pentium Core 2 Duo E4400 2.0Ghz, which in turn is massively outperformed by an Intel Core i5-4260U 1.4Ghz.
The Phenom and the Ahtlon are two entirely separate CPU families, with the latter consisting of (generally) lower end processors than the Phenom line. The OP is welcome to try if he likes, but I do not believe he will be able to play the game at any reasonable frame rate, if at all.
I know that, but if you look at some benchmarks the X4 750K at the same clock rate (3,4 ghz) is identical in performance to an 965 X4 and the version with 4ghz clock rate (which the OP has) is about 10% faster. The 965 is from 2010 , the X4 750K from 2013. Even if it is a cheaper CPU then the 965 was, its still slightly faster.

Sorry to be the bearer of bad news but, no. You're severely hampered by your Intel HD2000 integrated graphics which isn't intended to create a true gaming experience. Generally speaking it was designied for light computing tasks such as alternate graphics support, web browsing and 2D games.

I double click and nothing happens. Not even a wait cursor or loading screen at all NOTHING!
