This doesn't even make sense, it really frustrates me.
With the Gamepad plugged in, press Windows (key) + R and type joy.cpl in that box (press Enter). Do you see the Xbox gamepad listed there? If so, select Properties and see if all the gamepad keys work fine when you press them. If all the keys work fine , probably it's some issue on the game's end.
Either the controller is faulty or its not a authentic Microsoft one.
Are you using an admin account when doing all of this? I'm also assuming this is a wired controller and not the wireless version.
To install new software or drivers for new hardware, absolutely you need to be an administrator.
Checked again, after using joy.cpl it doesn't list any controllers. When I go to devices it says, under "Unknown": Xbox 360 wireless controller via Play & Charge Kit. I can double click it a few times and try to manually update drivers, but that's about it. Currently looking for proper drivers.
So, are you using a wired controller, or a wireless with an USB cable connected? Because the latter is not supported, only the wired controller or the Wireless with Wireless Receiver are supported!
