Depends on the extension. Enhanced Steam is fine for example. This one is not allowed to use.

any automated buying and selling outside of the system valve provides could get you in trouble.
I do not think vavle is very active on it , but you do not need any auto buy tools.

any other tools like adding a favorite item tab is fine.

It's not safe , you were already told it's not safe. If you are caught you risk getting your entire steam account disabled.
