Still On Limited Account
Information for Limited User Accounts
Why are some features of Steam not available to me?

Limited users are prevented from accessing several features on Steam, including but not limited to:

Sending friend invites
Initiating chat sessions
Voting on Greenlight
Participating in the Steam Market
Posting frequently in the Steam Discussions
Gaining Steam Profile Levels and Trading Cards
Submitting content on the Steam Workshop
Accessing the Steam Web API
Using browser and mobile chat

My Steam account is missing some Community features and/or is showing up as a limited user. What does this mean?

We've chosen to limit access to these features as a means of protecting our customers from those who abuse Steam for purposes such as spamming and phishing. Spammers' and phishers' ability to send invites and chat requests to strangers is thereby reduced, protecting legitimate users from annoyance and scams.
Other features are still available. Limited users can still create community groups, be added as friends, and chat with other users.

How can I gain access to all Steam features?

To access all features of Steam, simply do any of the following on your Steam account: purchase a game from the Steam store (It cannot be a gift for another account), redeem a Steam gift, or complete a microtransaction.

Note:
CD Keys and retail purchases do not remove limited user restrictions. You must make a purchase from your Steam account or accept a Steam gift.

Can I gain access to these features by activating a retail game on Steam, playing free demos, adding a non-Steam game as a shortcut, or promotional trials like Free Weekends?

No. Demos, Free Weekends, free games (Examples: Alien Swarm, free versions of Portal or Team Fortress 2), other promotions do not act as qualifying items.

Note:
Steam Support cannot remove this limited user status from your account.

What the meaning of "Microtransaction" ?
If In Game Purchasing I did, but why my account still on limited account.

yes buying ingame is a microtranaction.

Microtransactions only seem to work if you have a paid licence on your account. Easiest way is to buy a game from the Steam store.

And you're sure it said View: All 0 Games when he completed the microtransaction; and the time he said it's solved?

yes I am sure.

So, i just need to wait for a few hours? can give me a clue how long is that? :D
And so i did the right thinks?
By the way, thanks a lot Mr. or Mrs. Spoof :D

I seen it take 12 hours or more in a weekend.

Interesting though, because all the other unlocking methods are immediate that a microtransaction would take a longer time despite registering as a Purchase immediately.

I've never personally seen a case where an account without any license could do it.

DOTA 2 can also be a retail license; given it's the old beta license with the Workshop Tools -DLC.

I guess I'll have to troubleshoot that a bit more later with an alt.

Once you unlock the market, you would have to wait for 30 days anyway.
