It may take up to several weeks to hear from Steam support. Unfortunately, this definitely sounds like an issue with Steam and not your bank. I'm sorry, but it sounds like you are going to have to wait for Steam to respond. If you haven't already mentioned the reformatting thing, I would add a reply to the open ticket and mention it.

It can vary by country what payment methods are accepted.

I do not suggest using pre-paid debit cards. In addition to being a ripoff (fees, lack of protections/support, no rewards) they also have trouble on some internet sites like Steam. Due to the high amount of attempted credit card fraud on Steam, they take a couple extra measures to verify the billing name and info that you submit is the same that the card issuer has on file. Since prepaid cards don't have that info by default purchases can often fail. Most card companies will allow you to contact the number on the back of the card for you to attach your billing info to the card.

In all honesty, in the future, your best bet would really be to just go to a local store and use the prepaid card to buy a Steam gift card if that is an option for you.

I can't speak for the OP, but the Visa Debit I use isn't prepaid, but rather linked to my bank account. In that sense it's not really a credit card, but rather a debit as the name suggests. However you can use the debit card anywhere you can use a credit card, as the transaction is handled by Visa who then settles up with the bank, or something to that effect anyways.

I had the same problem, if you have a visa debit linked to a paypal account, use that, tried it that way, worked first time with ease......
