How do I add my friend to my friends list?

My friend has just created a steam account, but hasn't bought any games.

This makes him a limited user, so he can't add me to his friends list, but I should be able to add him (according to steam support).

But he isn't showing up when i type his name under "add friend"

What have I misunderstood / am I doing wrong?

Get him to send you a link to his profile. Easiest way is to add him from there, with the large Add Friend button.

I found him now, but had to login to steam via chrome do it. But it works now, thanks for all the help!
