I currently have 26,99 euro but i cant use them to buy gta v? can i use these money so it costs 33 euro instead? Cuz i have been saving this money a long way now.

If you have 26.99€ in your Steam wallet, and you have 33€ on another payment method (e.g. PayPal, credit card), then yes, you can combine the two to pay for the game.

Let me try to guess: you have 26,99€ in your Steam wallet and want to buy the game using a second payment method. Yes, your credit card or whatever you'll use will only be charged 33€, not the full 60€.

Yes. I've done that countless times, pay 3,5€ from my Steam wallet and the rest from my PayPal account.

You can choose your payment methods before you buy anyway. It'll use the €27 from your wallet and the remaining balance of €33 due will be deducted from your primary method of payment e.g debit/credit card. It will not deduct the full amount from your primary payment account unless you manually choose to do that. When you have wallet funds available; that becomes the first souce of payment as shown in the billing section.

When you go to checkout and actually buy the game, you will be able to select your methods of payment. It should default to using what you have in the steam wallet first, and then the remainder goes onto your payment card of choice.

He means that anyone can write +rep on someone's profile; the person receiving those +rep votes can also always remove the -rep comments; or just otherwise ask for the +rep comments.

Reputation system doesn't exist on Steam.
