Do you see the Add to Cart buttons if I add the two games on the forum -side?:
They're both published by Microsoft, so it could be related to something on the publisher & geolocation side.

Does the issue persist on the web-browser; or Steam Mobile -app?
If so, you may want to contact Microsoft and ask them.
