Just fixed it by going to my volume mixer and turning steam webhelper back up. At one point I muted it all as I was streaming a buddy's steam game, and forgot to turn that up.
Yes you are right!! I had same issue with YouTube and SoundCloud and my volume was all the way to the right. It was the Windows volume mixer muted for Steam client - also check for "Friend List" volume in mixer - that is the one defining volume in Steam Web Browser.

I had the same issue but resolved by changing the steam client webhelper - output device to the current device I was using for sound (in my case my headphones). Or in someone elses case it maybe their computer speakers.
Epic games client does that to me also.
Step 2: Check the window mixer level for Steam Client WebHelper
If non-of those things work then do this:
1. Right-click the Speaker icon in your system tray (bottom right corner, next to where you see the time; you may have to click the chevron or up arrow to find it)
2. Open Sound Settings
3. In the Sound Settings, Scroll down to the section "Advanced sound options" and click "App Volume And device preferences"
4 First take, take not of the Output at the very top.
5 Scroll down and locate Steam Client WebHelper.
6 Set the output to the same setting at the top.
