Just to be clear, you want to experiment with adding existing mods to one of your games, or you want to write your own mod for a game?

i think the best game to start with is a game you are already /interested/ in and playing, and that is legitimately mod-able. You know, rather than trying it on some multi-player game where it is possible you might get in trouble or VAC banned for modding.

i think starting with a game you aren't interested in won't make modding very fun or enjoyable.

i started modding to my personal tastes the most with Skyrim, a game i was super-into. i don't think i would have been as invested in learning how if i weren't invested in the game already and understood what i liked and didn't like and wanted to change.

Mods require decent knowledge of coding, basic programming and also need skills with 2D or 3D image editing assuming you don't have a graphic designer friend who would do it for you.
Mod creation isn't so simple as you think.

i think it depends entirely on what you want to do while modding.

In Skyrim, anyway.. there are little mods that simply make dragons spawn more.. or wolves spawn less. You do not need knowledge of modifying graphics to do this.. and it is as simple as going in and figuring out what lines of values in the code effect spawn rate and changing those.

Of course Skyrim makes it easier with it's Creation Kit and all.

So i guess it depends most on the game you are picking and how "open" the game naturally is for modding. i learnt to make simple mods for both Skyrim and Sims 3 without knowing much about programming before hand.

Doing little things can take only a matter of studying a few hours for "mod friendly" games. Of course, tackling something much larger takes more time and more knowledge! There are people even in The Sims community and Skyrim community that take months and even years working on massive mods.

But.. OrionWolfe didn't indicate that they are wanting to start with something massive!

Yeah but when somebody says I want mod Skyrim, I usually think on something like I want make a body mod like CBBE...
Guess sickness of my profession - as a pro, I consider everybody else like that too.
Yeah, skyrim fairly is easy to make "small" mods in with the creation kit. Of course i've only made like 3 small ones for my own use, but it would take mabye a hour to research how to mod with it? If you have it, you can try on it first.

Im talking about somthing simple, but i am very experienced with 2d design and i have experience with all kinds of programming languages

Civilization 5 allows for easy modding with LUA scripting and XML edits.
