Why wouldn't it allow you to buy one? You have 20 dollar gift card to redeem within walmart so you should be able to buy a 20 dollar steam card with it.

Try it out and stand your ground if they are grumpy.

I did the same but with a Best Buy giftcard.

I’ve done this at bestbuy but just tried this at Walmart and they wouldn’t allow it

Well it's been almost 9 years since the OP originally asked so you know, things may have changed in nearly-a-decade span of time.

Due to possible scams they have delt with, they may not allow use of gift cards to buy other gift cards.
