The Elder Scrolls V: Skyrim is Steamworks, so any legitimate copy should redeem through Steam. Either that or you're entering the wrong code.
Disc version should have the CD-key on a physical pamphlet included in the case, or on the backside of the manual.
However, if a limited account were to try, a CD-key will not unlimit their account.
Just a note on my first post - I had put up a couple of links to Elder Scrolls Online (instead of Skyrim)

Skyrim is always a Steam game, even retail copies must activate via Steam.
Punishment for what? I have hard copies of many games, yet they don't redeem on Steam. How will I get punished?
He was just using the opportunity to take a dig at Steam. Typical disgruntled Steam user spam. Every so often you get an angry user who posts a topic, then goes into other users topics and posts about how they are foolish to use Steam, or suggest that they stop using Steam, as the answer to their question.
Check your user status? Your profile is private, you have no user status available for others to check. And your issue you posted has absolutely no chance to be resolved here in these User Forums, Support is your only solution.
