how to add friend

my friend has just registed a new free steam ID, but he can't add me unless he buys a game or do trading, i want to send a game to him but i can't because i can't find him

Have him give you his profile link. On his profile, click "Add friend".

Both of you turn on steam urls from the steam-account settings then get him to give you his link and you click add friend.

He gives you his profile link, you add him. Limited accounts can't add friends, but can be added by non-limited accounts.

im pretty sure he needs a game, i did have that problem with my friend too

so the profile links means when i click the profile, the link shows above is the profile link?

Yes, that is correct, turning on Steam URLS shows the link to the community page and other pages in the steam client. You can also do this just by using your web browsers and log into steam rather than use the client. Both ways will work.

OK now i have his url but how can add the link in the steam software
