Disable or completely remove any IP proxy or VPN software that you may be using, restart your computer, and test your purchase again. All transactions that are initiated through anonymous proxies will be declined by Steam

If you don't know what a VPN or Proxy is, then it is very unlikely you are using one, unless your ISP is doing something strange. And if they are there is nothing you can do about it.

So, ignore it. That suggestion does not apply to you.

Contact Steam Support about your issue.

Proxy & VPN should be checked as connection might be changed by a Hacker. For Windows, see Internet-options via your Configurationscreen or via IE. The box should be empty.
I don't know how this works on Linux & Apple/Mac systems.

You have to wait for a reply and stop remaking the thread. I merged them just this once.
