Tomb Raider 2013 wont download (download corrupt)

l have been trying to download Tomb Raider for a while now
every time l click on download the game will start downloading then after a few seconds it will give me this message
" an error occurred while updating Tomb Rider (download corrupt) "

l have tried
restarting the PC
exiting Steam and closing it's process from the Task Manager
verifying the game files
deleting the local files and re-downloading them

please help me guys i am dying to play that game.

even with other games i am getting this message
games i have downloaded on my older PC a few days back (Don't Starve and Portal 2)

this is a new PC it is Microsoft Surface Pro 3 and i just bought this yesterday (the I-5 one)

Are you using wifi? Try to connect via an ethernet cable.

would if i could but Microsoft Surafce does not have an ethernet port

Have you tried to switch the Download Region?

Steam > Settings > Downloads.

my rigeon was US so l switched it to Saudi Arabia and its downloading fine now but at a terriblly low speed from a mega/sec to 150kb/sec
either way i still have to give this some more time so ill check back again tomorrow

sigh....still have the same problem
but am starting to think that my connection have something to do with it
cause it worked for a long time at night around 7 Gbs were downlloaded
