Just search for that. It's easy to use which is a great plus. Be aware though you may not need and/or want all the "bells & whisles" that premium offers, you may only need the standard edition for your purposes. Premium is $100 which is a bit salty, but the MAGIX Music Maker 2015 is $60. You can compare the versions to see what suits you best.
As to the order of loading the packages: Install the application first and afterwards download the sound loops. A word of advice: Install MAGIX Music Maker on a large partition because the sound loop collections are a few GB is size just to download plus you need to unpack them for use. That is what I do because it can chew up 40-50GB depending on how many loop collection you want.
I waited until MAGIX Music Maker 2015 Premium was on sale at 40% to 50% off before purchase. You may not have that luxury of waiting however?
