Half Life Dedicated Server doesn't want to run

Hi, every one.
I have a problem with running a Half Life Dedicated Server.
I just install it from my steam account and it doesn't want to run.
I have checked the option to Verify Integrity of tool cache but after that shows me a message that all files are installed properly .

Although, as far as dedicated servers go, I'd recommend using SteamCMD <- clickable; instead of the Tools -found under Library.

All games have been migrated from the depricated HLDSUpdateTool to SteamCMD.

The easy way to download the server files for the games (on Windows at least) is by

login <username> <password>
<Enter SteamGuard auth. code once asked>
<Optional step>: force_install_dir [file_location]
app_update [APP-ID] validate
...
exit

After you've got the files, just run the server with a .bat or a .lnk file with a launch parameter set for the executable. :)
