Is this build good enough to run Reign Of Kings?

Hey everyone, I am planning on creating a PC build, but I can't decide on which processor will run Reign Of Kings better, I am a PC noob, this will be my first build and I want to make it last awhile. I really want it to run Reign Of Kings, because my current laptop simply can't. The processor I have is the Intel Core i7 4790, on the Reign of Kings recommended specs, they say I should have the the Intel Core 3770, now, no big deal huh, just a processor change, well, wrong. On PcPartPicker.com, they don't have that processor, but based on prices, the 3770 that's recommended is a tad bit more expensive than my 4790, and my 4790 has 3.6 GHz, where the 3770 has 3.5 GHz, so which one is better, the Intel Core i7 4790, or the 3770.

TL:DR: Is the Intel Core 4790 better than the Intel Core i7 3770?

"Recommended" is basicly them saying - You should have at least this [processor] to get the most of our game. tl;dr, 4790 newer and obviously better than 3770
