[C:S/Workshop] problem : 'This item will only be visible in searches to you, your friends, and admins'

Hi all,
I upload stuff on the workshop from Cities:Skylines for about a month and an half.
I want to upload two new items on the workshop but it doesn't work.
In fact, Cities:Skylines itself works properly but when it finishes uploading, the Steam ingame navigator opens up, and then it tells me that This item will only be visible in searches to you, your friends, and admins, and I can't change it.
I tried the 'change visibility' option but it doesn't work either. Does anyone know how to change that ?

HOW TO SOLVE :You actually need to buy something on Steam that costs at least 5€ or $5 depending on your living country or you can add 5€/$5 on your steam wallet in order to unlock the public workshop visibility and then you'll be able to use the money you've added to your wallet.

Nope. Valve limits the features a non-paying customer can use. Which is within their rights.
