Generally it requires a smartphone with a QR reader, i fail to see what it has to do with Steam though.

You don't activate QR codes on Steam directly.

Use a mobile device with a QR -app as adviced above, or scan the QR code on your computer and use an online scanner.

Where did you buy such codes from?

There is NO QR scanner on Steam.

By the odd chance, you'll have a CD-key; or a gift URL that you can find upon scanning the QR code.
