I Purchased Counter Strike：Global Offensive But Didn't Appear In My Inventory

So I purchased CS:GO, but when I go to my Steam inventory, it didn't appear,then I went to my Steam profile, it has CS:GO. I have 2 accounts, the first one works perfectly, but the second one...First, I thought it works fine because the game did appear in my inventory, but when I click on it, it says " This game belongs to Steam user <Me>. Would you like to request access to <Me>'s games on this device?" But I have bought the game for both account! Please help me, thanks.

On the account you cannot access CS:GO from, go to this page and check what it says under "Event":

I actually bought it as a gift to my other account, and it says I did purchased the game just didn't appear in my other account's inventory :/ So yeah I think I wasted $15

It should appear there. If you purchase it as gift its in the account that purchased it account, until it is redeemed.

Okay. While logged in to the account that purchased the game, can you go here:
http://steamcommunity.com/my/inventory/

And click "More" and then "View Gift History"; it should show who redeemed the game. Make sure the account is correct.

Actually, it says no gift history and my gift is still in my steam inventory, but I tried to resend it, but it says it already been redeemed
