Can i buy a gift for a new steam account?

My friend is getting into steam for the first time and i wanna gift him CS to play with me. I still have to buy the gift and b4 i waste randomly 10€, i wanted to know if a NEWLY created account can be gifted and stuff like that!

Question: Can i gift a account that was just created? ( games )

You can gift/send it to him after you bought the game, the only thing you can't do is to trade it after the purchase.

Yes or send it directly through Steam.

Also, just so you know his account will be limited until he spends $5 on Steam. What this basically means is, he won't be able to initiate a friend request to add you, but you will be able to add him .

It feels like there is no adequate resolution to this problem. If it is not possible to add new users, then it is not possible to accomplish the goal. This needs to be added as a bug and addressed.

Considering Steam has a history of treating customers like annoyances, this will never happen, but we really need to call them out when this kind of thing happens.

The actual reported issue was not addressed, and the only thing provided was a lame workaround using a different feature that takes advantage of other companies' solutions. Because the actual issue was neither acknowledged or addressed, search results for a resolution to the issue will be hard to find for future users.

So for the benefit of google search results:
A new steam account is not searchable on steam. You cannot gift a game to a new account through steam because you cannot add the new account as a friend. You must purchase the gift for an e-mail account.

But that would require you to buy the game twice, since you can't send games as a gift that you already own yourself.

Please read dates. This thread was created when you could still store inventory game gifts.

And you can still purchase game gifts to send immediately if you already own the game.

Yes. There is no restriction for receiving game gifts regarding new or limited accounts.
