Uninstalled F2P still showing as installed? [Solved]

I installed Ragnarok a few days ago and after trying it out I uninstalled it. Today I went to quick launch a game and saw it was still there. I clicked it and steam popped up the "You are about to install Ragnarok?" I clicked cancel went into steam files and couldn't find anything. So here is my issue.

Game is not listed in my Library
Game is Listed in my taskbar quick launch
Game is listed as installed in Steam Store page

I want the game off my steam quick launch and say not installed in steam store page.

Here is what I have done in order

1 Uninstalled the game via Delete local content option in steam library
2 I made sure my Commons folder has nothing with Ragnarok in it.
3 Restarted computer
Still shows it in quick launch
4 let it reinstall and repeated 1-3
5 cried
6 posted here.

Anyone got any ideas?

I never bought anything in the game and as a f2p it should disappear after install which it did from my library the issue is quicklaunch and steam store page.

Just realized it's also doing it with Wakfu as well :(

Go to your account page and click remove.

Removed both games and restarted Steam via option given.

Both games are still shown on quick launch option
Steam Store page shows both games uninstalled
