Error Code: -130 Failed to load web page (unknown error). [SOLVED]

Recently i have this kind of problem and i search it almost in GOOGLE always because that is the only search engine that solved to this kind of question or issue. But i found out that none of this registered to the search bar "Error Code: -130 Failed to load web page (unknown error)." some says that you need to Delete your C:\\Programs(86x)\Steam\... blah blah blah leaving the Steamapps and the Steam.exe and restart your computer so that when you open your Steam again it will display already the Steam Browser but for other people they said that " Nothing Happens. ".

This kind of Error Code: -130 Failed to load web page (unknown error) which i have already my problem earlier. Try to OPEN your INTERNET EXPLORER if it says " Internet Explorer has stopped working. " maybe thats the problem there or OPEN first your I.E then if this will appears then follow my steps in solving it.
