You tried all that was on that list? Even this?:

Can you right mouse click the game -> Properties -> Local Files -> <Verify Integrity of Game Cache> ?

1. Install DirectX[www.microsoft.com]
   
2. Install Visual C++ Redistributables[www.microsoft.com]
   
3. Update your GPU drivers.
   
   • If Nvidia[www.nvidia.com]
     
   • If AMD/ATI[support.amd.com]

What hardware are you on? Do note that this game ONLY supports 64-bit OS.

Can you turn the gfx options down?
Also try to update your gfx card drivers using steam client. Look at Steam menu.
