Valve cannot enforce the majority of their T&C's because in many countries they break said countries statutory rights.
Back on Topic, no you will not get banned or chastised for buying or selling outside the Steam ecosystem, but doing so will mean any trade or purchase is done at your own risk.
Did you notice there is no way to put "Paypal" or real life cash into the Steam Trading window then? That should tell you something.
Your logic is pretty faulty there. Valve doesn't "put pressure" on sites that sell game cheats either, yet using cheats is still Illegal activity and can get your account sanctioned.
You have absolutely no basis for claiming that you will not get punished for violating the SSA by selling items or games for real money. Period. Please provide proof of your claims if so.
Valve's Terms and Conditions are valid in that they don't allow for random people to make money off of things they do not own regardless of what country they are in. You are not purchasing anything but a license when you purchase games or items on Steam. Therefore you have nothing transferrable you can legally sell.
As there is only the record of half of the trade, this could very easily be misinterpreted as a fraudulent "trade" or as a gift.
Trading within the Steam Trading Policy is the only "safe" way to trade and users are strongly discouraged from trading outside of the system.
