Buying/Trading Items or Games with Paypal
Is buying/trading an item or a game to an other steam user/friend through Paypal considered as "obtained in a fraudulent manner" on Steam Support eyes ?

However, at the same time, loosing your stuff or money is not considered to be Steams problem either.

This is entirely irrelevant to the question because it does not mention SELLING at all, only trading. SELLING for real life funds of any sort is very clearly spelled out as being forbidden by the SSA and anyone who does so is violating it.

Violating the SSA in any way can result in account suspension.

OP, you would be well advised to read the Steam Subscriber Agreement and take it into consideration. What I've said is not 'opinion', that is fact that is easily backed up by reading the SSA and Steam support articles. This is the agreement you make when you make a Steam account. The Steam Subscriber Agreement very clearly states that you do not own any games or items, you only purchase a license to use them, and you can not sell them for money, only trade for other games and in game items or in the case of in game items you can sell them for Steam store scrip (wallet funds) on the Steam marketplace.

Obviously trading outside the Steam trading system is not in itself a banned activity. Whether exchanging real life money of some sort constitutes "obtained in a fraudulent manner" or not is however something that only Valve employees can answer. This is a user forum and no one here knows exactly what Valve considers to be fraudulent activity and what punishments are handed out for what infractions. This is not information that they share with the public or with Steam users, other than the SSA and the guidelines given in other posted rules.

I said your opinion about it being relevant to the thread or paypal trades.
I did not talk about the rules in the SSA at all or gave my judgment about it.

I posted info about real world trading that is a blanket term for money trading.
my info is not is not irrelevant and it clearly has information about it.

Thanks. It seems to be a relevant information. It is an at-your-own-risk choice.
I have been scammed myself some time ago. I sent a ticket to support and they didn't gave me back my items. I assumed my responsability but I insisted to punish the scammer and they trade banned him.
I noticed using Paypal, Skrill or Webmoney to trade items was a common practice on Steam.
I thought the main risk was to get scammed and the most important thing was to trade with trustworthy people. Many websites well known by Valve allow real world trading and use a system of trust to avoid these scammers. Steamrep.com is valuable source for traders. (Steamrep is now part of the Online Fraud Prevention Foundation, Thanks Mattie!)
I read the SSA and steam support articles and I concluded it was ok with real world trading when you use the Steam Trading Window but was not when you were doing it by Trading, Buying or Selling Accounts.
The fact that Valve didn't put pressure on websites that allow real world trading was a confirmation for me.

I recommend sourceop as a website to do real world trades a bit safer.
the website founder works for valve drunken_fool.
the site has a good method of keeping reputation.

The Steam marketplace is the right place to do trades for money.
Look, here is the truth in plain black and white text. You all have this idea in your head that it's somehow "okay" to sell items for real money as long as you're "careful" about not getting scammed. If you read the relevant parts of the SSA you will understand that it's in fact forbidden activity and can result in account suspension. You're not risking losing some money or items, you're risking losing your account, and possibly every account you have. The SSA specifically points out that you do not OWN anything here, you only are purchasing personal subscriptions which may only be transferred in specific approved ways (by trading and via the marketplace.)

Ignore at your own risk. You're all here discussing how best to violate the terms of your service agreement.


STEAM® SUBSCRIBER AGREEMENT

1. REGISTRATION AS A SUBSCRIBER; APPLICATION OF TERMS TO YOU; YOUR ACCOUNT

As a Subscriber you may obtain access to certain services, software and content available to Subscribers. The Steam client software and any other software, content, and updates you download or access via Steam, including but not limited to Valve or third-party video games and in-game content, and any virtual items you trade, sell or purchase in a Steam Subscription Marketplace are referred to in this Agreement as “Content and Services”; the rights to access and/or use any Contents and Services accessible through Steam are referred to in this Agreement as "Subscriptions."

Steam may include one or more features or sites that allow Subscribers to trade, sell or purchase certain types of Subscriptions (for example, license rights to virtual items) with, to or from other Subscribers (“Subscription Marketplaces”). An example of a Subscription Marketplace is the Steam Community Market. By using or participating in Subscription Marketplaces, you authorize Valve, on its own behalf or as an agent or licensee of any third-party creator or publisher of the applicable Subscriptions in your Account, to transfer those Subscriptions from your Account in order to give effect to any trade or sale you make.

Valve may charge a fee for trades or sales in a Subscription Marketplace. Any fees will be disclosed to you prior to the completion of the trade or sale.

If you complete a trade, sale or purchase in a Subscription Marketplace, you acknowledge and agree that you are responsible for taxes, if any, which may be due with respect to your transactions, including sales or use taxes, and for compliance with applicable tax laws. Proceeds from sales you make in a Subscription Marketplace may be considered income to you for income tax purposes. You should consult with a tax specialist to determine your tax liability in connection with your activities in any Subscription Marketplace.

You understand and acknowledge that Valve may decide to cease operation of any Subscription Marketplace, change the fees that it charges or change the terms or features of the Steam Subscription Marketplace. Valve shall have no liability to you because of any inability to trade Subscriptions in the Steam Trading Marketplace, including because of discontinuation or changes in the terms, features or eligibility requirements of any Subscription Marketplace.

You also understand and acknowledge that Subscriptions traded, sold or purchased in any Subscription Marketplace are license rights, that you have no ownership interest in such Subscriptions, and that Valve does not recognize any transfers of Subscriptions (including transfers by operation of law) that are made outside of Steam.


4. ONLINE CONDUCT, CHEATING AND ILLEGAL BEHAVIOR

Valve may terminate your Account or a particular Subscription for any conduct or activity that Valve believes is illegal, constitutes a Cheat, or otherwise negatively affects the enjoyment of Steam by other Subscribers. You acknowledge that Valve is not required to provide you notice before terminating your Subscriptions(s) and/or Account, but it may choose to do so.

Steam Support does not automatically contact the owners of suspended accounts in most circumstances.

maybe because we take valve support staff serious.

in the real world there are people trading for paypal from the moment tf2 had items.
many high level users valve will never upset over this , big spenders with 1000+xp event badges.

we know about the SSA and the real world thats all.

So you don't take the SSA and Steam support's own articles seriously then, in favor of clinging to one post - that omits the very activity you are talking about - which you can somehow interpret to mean it's "okay" to sell items and games for real money?

Regardless of whether people are doing it or not, it's clearly forbidden activity according to the SSA. You don't seem to grasp that fact and even seem to encourage it. People might do it but it's still forbidden and can have dire consequences. They very clearly spell out that ANY violation of the SSA can result in an account lock.

As I said, ignore at your own risk.
